Margaret Finlay Elected Mayor, Tzeitel Paras-Caracci is Pro Tem

Duarte Council Reorganization On Tuesday, November 24th members of the Duarte City Council used their annual reorganization vote to unanimously elect Margaret Finlay as Mayor for the coming year and Tzeitel Paras-Caracci as the city’s Mayor Pro Tem.

Finlay was initially appointed to the Duarte City Council in 1990 to fill the unexpired term of Councilman John Hitt. She has served as Mayor of Duarte three previous times.

In addition to her duties on the Duarte City Council, Finlay is chair of the International Committee for the National League of Cities, member of the Advisory Council for the National League of Cities, serves on the Executive Committee for the California Contract Cities Association and the California Joint Powers Insurance Authority, and is a member of the board of directors for both the Southern California Association of Governments and the Local Agency Formation Commission (LAFCO).

Mayor Pro Tem, Paras-Caracci was first elected to the City Council in 2001. She served as chair of the Redevelopment Agency in 2004 and Mayor in 2006. She is also a member and past president of APAMO (Asian Pacific American Municipal Officials and served on the board of directors of the National League of Cities and League of California Cities.
